The amendment exempts imports valued at less than $800 from Canada and Mexico.
President Donald Trump’s efforts to reshape the federal government to his liking suffered a loss in court when a federal judge blocked his administration from firing the head of a federal watchdog agency without cause, likely triggering a lengthy appeal that could end at the Supreme Court.
U.S. District Justice Amy Berman Jackson determined the move was unlawful and issued a permanent injunction that reinstated special counsel Hampton Dellinger to his position.
Meanwhile, the Social Security Administration said it will cut 7,000 jobs and six of its 10 regional centers as part of the president’s downsizing of the federal workforce.
And Trump’s physician announced the president will have his annual physical next month, days after reporters raised questions about a bruise they saw on the back of his hand.
Economic studies have shown that consumers pay the brunt of tariffs hit on foreign products and services.
However, when Trump was asked about this, he denied that Americans will pay for the tariffs.
"No, I think they're paid for by the country," he said claiming that China paid for previous tariffs.
Trump on his previous comments calling Ukrainian President Volodymyr Zelenskyy a dictator: "Did I say that? I can't believe I said that."
Trump called the Zelenskyy a "dictator without elections" in a social media post last week. He's since declined to apply the same term to Russian President Vladimir Putin.
Trump said he is still going forward with his threat of tariffs on Mexico and Canada next week because he was not satisfied with their leaders deterring alleged drug trafficking into the U.S.
"And then on, the 2nd of April, we have, reciprocal tariffs. That's reciprocal where we charged countries what they're charging us. And nobody should have a problem with that," he said.
"The United States has been taken advantage of by many, many different countries, including our friends, friend and foe. And in many cases, our friends took bigger advantage of," the president added without giving more details.
Trump said he didn't believe Russia's Vladimir Putin would reinvade Ukraine after the war if the United States didn't provide a "backstop" in the region -- as European nations are pressing for.
Later, he said going through "Russia hoax" with Putin gives him confidence he can trust Russian leader as negotiations unfold.
"I think he'll keep his word," Trump said.
